About Rubina
Rubina Chooti Boucher is a dedicated advocate, registered social worker, and founding partner of Liu Chooti Law & Counselling. With a career spanning adjudication, national union leadership, and grassroots activism, Rubina is deeply committed to embracing spaces of belonging, healing, and justice.
A Queer, racialized woman with a sensory disability, Rubina approaches her work through an intersectional, equity-focused lens, ensuring that individuals and communities receive the advocacy and support they deserve. She has championed Diversity, Equity, and Inclusion initiatives at every level—from founding the Racialized Women Belonging Network in response to the Clerk’s Call to Action on Anti-Racism, Equity, and Inclusion in the Federal Public Service to leading national efforts for human rights and race relations in the labour movement. Her counselling work focuses on bridging gaps between social and mental health services, ensuring individuals and families have the resources they need to thrive.
Rubina’s experience includes serving as a National President, where she spearheads initiatives to advance worker well-being, labour rights, and systemic change. She has also been a sought-after consultant and speaker on anti-racism, equity, and trauma-informed leadership.
Rubina is a graduate of Dalhousie University’s Social Work program and holds a Bachelor of General Arts with a focus in Psychology, a Master’s in Interdisciplinary Studies with a specialization in Community Studies, and a postgraduate certificate in Disability Management and Interprofessional Collaboration.
As a registered social worker and counsellor, Rubina takes a person-centred, trauma-informed approach to her practice. She views relational connection and collective understanding as vital to healing, using the therapeutic relationship as a foundation for meaningful change. Her approach prioritizes cultural humility and is grounded in safety, trust, and collaboration, recognizing the deep interconnection between personal experiences, relationships, and broader community systems. Through strength-based methodologies, she empowers clients to navigate both personal and systemic challenges with confidence.
Whether in counselling, labour organizing, or policy and program development, Rubina’s participation is rooted in collaboration, adaptability, and a pursuit of justice and meaningful change.
